Aufgrund der im Vergleich zu anderen Bundesländern kurzen Zugehörig- keit zu Österreich und der peripheren Lage in dessen südöstlichem Rand- bereich sieht sich die Region heute mit wirtschaftlicher Unterentwicklung, gefolgt von zunehmenden Bevölkerungsverlusten, konfrontiert. Um dem ent- gegenzuwirken, wird derzeit der Tourismus als wirtschaftliches Standbein der Region forciert. Ob und in welcher Form dies langfristig sinnvoll ist, ist die zentrale Fragestellung dieser Diplomarbeit.
Der theoretischen Auseinandersetzung mit dem Tourismus folgt die Erhebung des vorhandenen Potentials und dessen Auswertung. Die Ergebnisse dienen als Grundlage der Entwicklungsszenarien, die die weitere regionale Ent- wicklung bei Ergreifen tourismusrelevanter Maßnahmen dokumentieren, daraus resultieren Handlungsempfehlungen für die am Tourismus Beteiligten.
Das Südburgenland besitzt ein umfassendes touristisches Potential, dazu gehört die ökologisch intakte und attraktive Natur- und Kulturlandschaft, in Form dreier Naturparke unter Schutz gestellt. Hinzu kommen umfangreiche Bestände hinsichtlich Hoch- und Alltagskultur, ein vielfältiges Gastro- nomie- und Nächtigungsangebot und ein weites sportliches Betätigungsfeld. In den drei Thermenregionen, den Tourismuszentren des Südburgenlandes, werden intensivtouristische Konzepte verfolgt, außerhalb der Thermen- standorte ist der Stellenwert des Tourismus weitaus geringer.
Die Entwicklungsszenarien zeigen, daß bei Nicht-Forcieren des Tourismus ("Null-Variante") eine Verschärfung der wirtschaftlich schwierigen Situation oder aber ein überdimensionaler Ausbau des Industriesektors erfolgt. Die ausschließliche Konzentration der wirtschaftlichen Strukturen auf den Tourismus ("Variante Intensiver Tourismus") führt zu touristischen Monostrukturen, Abhängigkeiten und Konflikten. Deshalb erscheint das Inkludieren des Tourismus in eine umfassende Regionalentwicklung, die alle Wirtschaftssparten abdeckt ("Variante Sanfter Tourismus"), unter dem Prä- text einer umwelt- und sozialverträglichen Entwicklung als die aus heutiger Sicht empfehlenswerte Richtung einer touristischen Nutzung der Region.
Den Abschluß der Arbeit bilden Handlungsempfehlungen, die sich an die Tourismusverantwortlichen aller Ebenen und die Bevölkerung richten. Sie betreffen die Bereiche Landschaft, Landwirtschaft, Zersiedelung und Ver- kehr ebenso wie den geregelten Ausbau der touristischen Infra- und Supra- struktur, die Auswahl der Zielgruppe, die Aufbereitung des Angebotes und den Umgang mit dem Gast. | Abstract in Englisch: | The region Südburgenland is the topographical, historical and demographi- cal conditioned combination of the districts Oberwart, Güssing and Jennersdorf. Due to the fact that this region has belonged to Austria for a shorter time than other regions and the peripheral position in its south-eastern frontier area, today the region is confronted with economi- cal underdevelopment, followed by growing bereavement of the population. To act against this development, tourism is pushed now as the economical foundation of the region. Whether that works and in which form this is useful on a long-term, that is the centre question of this diploma thesis.
The theoretical examination of tourism is followed by the elevation of the existing potential and its evaluation. The results of this help as foundation for the scenarios of development, these demonstrate the further development when taking measures with tourism relevance, resulting from this are recommendations for the persons involved in tourism.
The Südburgenland is provided with a comprehensive touristic potential, that includes the ecological intact and attractive landscape of nature and culture, protected in form of three nature reserves. Beside this are spacious stocks of culture, this means advanced civilization and tradi- tions, a varied offer of gastronomy and accommodation and a wide acting field for sports. In the three thermal areas, these are the centres of tourism in the Südburgenland, concepts of intensive tourism are persecut- ed, outside the thermal areas the status of tourism is much smaller.
The scenarios of development show, that not much strengthening tourism ("zero-variant") results in an aggravatement of the economically difficult situation or an oversized extention in the branch of industry. The exclusive concentration of the economical structures of tourism ("variant intensive tourism") leads to touristic monostructures, dependencies and conflicts. For that reasons including tourism in a complete development of the region, that means all parts of economy ("variant soft tourism"), under the pretext of an ecological and social well-tolerated development seems as the advisable orientation for the touristic use of the region from present view.
The completion of the thesis are recommendations for implementation, they are addressed at the responsible persons of tourism in all levels and the population.
